The Saxonian chiefs lay plans for his destruction. Minna Ober, whose father has been sentenced to death for murder, comes to plead for clemency. The chief offers the man a chance for his life if he will dispose of Yorke Norroy. Ober accepts. The papers have given publicity to the escape of Max Ober, and Huntley Carson, the confidant of Yorke Norroy, warns Norroy that Ober is after him. They attend the reception at the Saxonian embassy in Washington some time later and recognize Ober. Norroy is apparently absorbed in a flirtation with a stranger, who in reality is Minna Ober. Her father is counting upon her to lure Norroy to an empty house. Minna is successful. Norroy is roughly pushed into a room and falls. He rises, brushes his clothes, annoyed by the dust and Ober informs him that unless he discloses the history of his defeat of their plans he will be put to death. He insists upon Norroy's writing the story in detail. Norroy complies, but asks permission to smoke a cigarette. He takes out his case and sees in its polished surface that Ober gives directions to shoot him when he has finished writing. He lights a cigarette, and smokes it in the intervals of writing the story. Then he lays the cigarette on the table and proceeds. The cigarette explodes, and Norroy makes his escape. When the smoke has cleared away, Ober and his daughter read on the paper, "Tell your chief that Yorke Norroy sends Max Ober back to the Bergenschloss to pay the penalty."

In the ensuing fight, Hal is thrown overboard, and Peggy, for the first time in her life forgetting her duty, dives in after him. - John Bousall. a United States Secret Service operative, is stationed in a great Dutch diamond port, chiefly to keep track of purchases made by persons bound for the United States. A band of New York smugglers has been working through this port very skillfully and very successfully, and they are the first object of his solicitude. Bousall learns that an Americanized Italian, Alberti, who poses as a count, has recently made large purchases and contemplates sailing on the S.S. Vollendam. At a prior time, young Bousall happens to be presented to Alice Gordon, a wealthy young American, who is touring with her father and brother through Holland. When he learns that the "Count" is about to sail, he takes passage on the same steamer, and a cablegram summons Miss Gordon's father, her brother and herself to come immediately to New York, so that they happen to be fellow passengers at the last moment. Jans, a waiter in the hotel, in reality a famous crook, has discovered Alberti, a guest at his house, concealing diamonds in a corset, which he puts around his body, and secures passage on the Vollendam, with a view, incidentally, to taking the diamonds, and, if necessity dictates, the Italian's life. Owing to the rush for accommodations, Ben Gordon is placed in Alberti's cabin. Things soon begin to happen. One morning Ben Gordon wakes up to find that Alberti, who occupied the berth below him, has been murdered, and he is immediately taken in charge as a suspect on the testimony of the cabin steward, so the captain orders him in irons. Prior to this, Ben has observed his sister talking with Bousall, and with the impetuosity of youth, and without stopping to inquire into their previous acquaintance, orders him away. Ben's arrest causes his sister and father the keenest anguish, and Bousall, forgetting the indignity put upon himself, generously determines to help them. The captain of the ship is about to send a wireless, informing New York of the murder's approach and asking as to his disposition, when father Gordon importunes him not to make known the name of his son, who has been arrested merely on circumstantial evidence, as the blow would kill his mother, now seriously ill in New York. The captain blusters; he will not be bullied on his own ship, when Bousall quietly draws him aside, shows him the badge of the Secret Service, and takes possession of the wireless office himself. In the interim he has discovered the disguise of Jans and has fairly well satisfied himself that he is the real murderer. The consequence is that when the steamer arrives, Jans, who is trying to make a getaway, is arrested; the diamonds are discovered on his person. Ben Gordon is released; the smugglers are brought to justice, and Bousall wins a sentimental reward that is to him finer by far than diamonds.

- After three years spent in New York the girl returns to the little village where she was born. She meets her sweetheart. After relating her experiences in the city they talk about their school days and recall the time when the sweetheart whipped another schoolboy who is now village judge and the richest man in the community. The judge later sees the girl, and is attracted by her beauty, but she refuses to have anything to do with him. Her actions arouse the jealousy of the judge. One day two strangers come into the village, one, unassuming, goes to the aunt of the girl to board. The other, flashy and fresh, insults the girl, and her sweetheart again defends her. The flashily dressed man visits the office of the judge. He has an envelope that contains the reason for the judge's wealth. The smuggling of opium is his real source of income, and the message that the flashy person brings tells of the coming of a shipment of the drug. It also enclosed a warning and a photograph of a new secret service agent who has been put on the case. And the photograph is of the man boarding at the home of the girl's aunt. The judge has a circular sent out by the Secret Service Bureau offering $5,000 reward for the capture of the smugglers. He takes the picture and the circular to his rival. The photograph, he lies, is that of the smuggler suspect. The circular offers enough money for the youth to marry the girl if he will aid in the capture. The lover agrees. That night the judge tells the lover he has heard that a shipment of opium will be left tied to the buoy at Saw-Tooth Reef. An hour before dawn they start in the judge's big boat. But when near the buoy the judge claims that, owing to the submerged rocks, he cannot get his big boat close enough to the buoy to get the cans of opium they see tied to it and which they wish to secure as evidence. The rival offers to swim, just as the judge knew he would. The judge offers him the use of the small, covered life-boat that is lashed to the cabin, but the younger man claims it isn't necessary. When he reaches the buoy and gets the opium he observes his traitor friend speeding fast away. The judge gets the real shipment of opium and hides it in his office. The judge then goes to the secret service agent and tells him that he has located the smugglers. One of them, he says, is clinging to the Saw-Tooth Reef, helpless. As they start out to the buoy, another boat piloted by a figure in oilskins shoots toward it. They see the man on the buoy rescued. They chase the rescuing boat, but it escapes. Enraged and thwarted the judge and the secret service man return to the shore. They go to the judge's office, where calmly smoking in a chair at the judge's desk, is the man he left on the buoy and seated by the secret panel that hides the opium is the figure in oilskins. But the judge thinks only that the plan which went wrong has now righted. He runs to his rival and declares him under arrest. Willingly he lends the secret service man the handcuffs to snap onto the wrists of his enemy. With a lightning-like movement the secret agent snaps the cuffs on the judge's wrist as the figure in oilskins presses the secret spring that reveals the hidden store of the smuggled drug. Then that figure throws aside the disguise and stands revealed as the girl who tells the judge that she was hidden in the small boat that was lashed to the top of the motorboat cabin throughout its trip, and that she observed all. It was she who rescued the champion of her childhood days and she, too, gave the information that snapped the handcuffs on the wrists of the guilty man, for it was not a mere visit that she paid to her old home. She had been sent there by the same man who sent the quiet stranger. She also is one of the sinews in the long arm of the secret service. For a minute there comes a cloud over the joyous happiness of the man who loves her. She has gained success as a secret service agent. He is poor. But love is greater than all other things to the girl. She tells him that the $5,000 reward is for them both. It means a little home and happiness.
- The Japanese spy, Kawakami, desiring to learn the whereabouts of Fred Langford, an inventor who is perfecting a marvelous device for the defense of his country, and who has suddenly dropped out of sight, kidnaps Langford's wife upon her arrival in San Francisco. He forces from her the secret of her husband's hiding place. He then sends a note to Langford, ostensibly from blackmailers, demanding that he bring a certain sum of money to a certain place in Chinatown, hoping in this way to get the inventor in his power and to force from him the secret of his latest device. A member of the secret service has witnessed the kidnapping, however, and the plan of the Japanese being suspected, Francis Gordon is put on the case. He is assisted by a female operative, Barbara Ward, who is also his sweetheart. Barbara disguises as a Japanese and obtains admittance to Kawakami's house, where she finds Rose Langford. She succeeds in spiriting Rose out of the place, but is herself caught by the Japanese spies. Gordon, sending the car containing Rose Langford speeding away to safety, forces an entrance into the house and rescues Barbara. Barbara, however, dies from wounds she receives in the struggle.
- The Secretary of War receives a decided "jolt" when the daily papers assail the department for lack of zeal in running down the murderer of Colonel Allen, late commandant of the Presidio at Monterey, California. Kate Waters, of the Secret Service, is sent to the scene of the murder with a letter to Colonel Prentice, the successor of Colonel Green. In his household she assumes the role of housemaid in order to learn all she can from the troopers. Lieutenant Bronson flirts with her and she "jollies" him in turn. The commandant's orderly is given a note written by "Pony" Collins, an officer who wounded Lieutenant Bronson on the night of the murder and later disappeared. Kate and the orderly have become friendly and, appreciating the fact that the orderly is the fountain-head of all post gossip, she "nurses" his regard for her. At her pouting demand, he shows her the note and from it she locates the whereabouts of the missing Collins. Accordingly she visits the underworld section of San Francisco in the guise of a cabaret singer. One night while she is singing a patriotic song, Collins enters under the influence of liquor. Seeing the flag in her hands, he comes to a military stand. Kate joins him at a table and then notices his West Point class ring. After a few drinks he "loosens up" and tells his story, relating to the dinner party at the colonel's house; how he saw the colonel's wife join Bronson in the gardens and make love to her; how he and the colonel joined them and how he ordered Bronson to leave with him; how he demanded that Bronson cease his attentions to Mrs. Allen; how they came to blows; how he was arrested and ordered to his quarters; how he saw from his window the colonel's wife come from her home and meet Bronson, all dressed to go away; how the colonel came from the house after her and picked up a note she had dropped; how he, Collins, broke his arrest and ran to Mrs. Allen to prevent her going away; how he saw Bronson meet the colonel; how he saw their quarrel and how Bronson shot and killed the colonel; how he met Bronson and shot at him; how he broke from his captors and came to 'Frisco. Kate persuades Collins to go back with her. She reports to the colonel, resumes her role of maid, meets Bronson, and by accidents gets the keys to his room. The same day she forces a confession from Mrs. Allen and that night "frisks" Bronson's quarters and finds the incriminating note which he had written Mrs. Allen, bidding her meet him and run away. With this evidence she brings Collins to the commandant. Bronson is sent for and placed under arrest. Later Collins is reinstated and he and Kate become sweethearts.
